What happens when you tell the DA you want to wait to press charges on someone?

Someone I know today was arrested and te person who arrested him had told the district attorney that he wanted to hold off on pressing charges. The charges were considered minor, petty larceny, and ault. Will this person be released or held until that person decided to press charges or not?
